Board of Law Examiners

Gov. Rick Snyder recently announced the appointment of Wayne County Circuit Court Judge Brian Sullivan to the Board of Law Examiners.

The Board of Law Examiners is responsible for the investigation and examination of anyone applying for admission to the State Bar of Michigan. Board members are nominated by the Michigan Supreme Court and appointed by the Governor for terms of five years.

Sullivan has worked in the Third Circuit Court in Wayne County since 1999. Sullivan earned a bachelor’s degree from Monteith College of Wayne State University, a master’s degree from Holy Apostles College and Seminary, and a law degree from the Detroit College of Law. He replaces Judge Joseph Farah.

Dickinson Wright PLLC is pleased to announce that attorney Nicholas J. Angelocci has joined the firm’s Troy office as Of Counsel.
Angelocci is a senior patent attorney and mechanical engineer with a background in the manufacturing sector. He is skilled in all phases of the patent life cycle including analyzing inventions for potential patentability, drafting and preparing patent applications, and corresponding with the United States Patent and Trademark Office to obtain valid and enforceable patent protection for his clients.

Angelocci also provides analysis and counseling related to patent enforcement including clearance opinions, freedom to operate opinions, as well as non-infringement and invalidity opinions. His primary focus is protecting his clients’ inventive products, systems, and processes to improve commercial value and product investment in innovation.

His technical practice areas include: automotive products and systems, healthcare and medical devices, aerospace/aeronautical and marine technology, manufacturing, consumer products, and other mechanical related fields.

Angelocci is admitted to practice in Michigan and Illinois, and is registered to practice before the United States Patent and Trademark Office. He received his B.S.E. in mechanical engineering from the University of Michigan and his law degree from DePaul University College of Law.

Recognizing her contributions to the merchant bankcard and electronic payments industry, Holli Targan, partner at Jaffe, Raitt, Heuer, & Weiss PC, recently earned the 2018 Midwest Acquirers Association (MWAA) Industry Achievement Award. According to MWAA, the Industry Achievement Award is a unique tribute given only to individuals worthy of “Hall of Fame” status. Jaffe CEO Jeffrey M. Weiss made the announcement.

Targan is a member of the board of directors of Jaffe and is chairperson of Jaffe’s Electronic Payments Group. She specializes in payments system law, counseling banks and fintech, merchant acquiring, electronic fund transfer, payment facilitator and money transmitter businesses on contractual and compliance matters. She also handles payment company mergers and acquisitions.

During her 25 years as a leading authority on payment system legal issues, Targan has contributed to multiple nonprofit payment associations by serving on their board of directors, publishing dozens of articles in publications and making numerous presentations at industry conferences. She has served as president of the Electronic Transactions Association (ETA), chairman of the ETA Government Relations Committee and Chairman of the ETA Certified Payments Professional Commission. She founded and is a past president of Women’s Network in Electronic Transactions (W.net), a national organization empowering women in the payments industry. She currently serves on the board of directors for the Detroit Fintech Association and Merchant Acquirers Committee.

Targan has been recognized as a Most Influential Woman in Payments, Best Lawyer in America, Michigan Super Lawyer and DBusiness magazine Top Lawyer. She is a recipient of the ETA Committee Volunteer of the Year Award and ETA Member of the Year Award.

For almost 30 years, Lichterman has dedicated her career to family law. She currently serves as chairperson and Practice Group Coordinator of the firm’s Family Law Group, a department she personally created and has since lead to growth and success. As a specialist in all aspects of family law, she also contributes as a member of the Jaffe’s Litigation Practice Group.

Lichterman has served on various charitable and civic boards, including: the Children’s Center of Wayne County; Congregation Beth Shalom; the Fresh Air Society; and Yad Ezra. She regularly handles pro bono cases and volunteers for the Family Law Assistance Project (FLAP), the Legal Aid Help Desk at the Oakland County Circuit Court and the Capuchin Soup Kitchen. She has also volunteered on numerous judicial campaigns and has successfully served as campaign treasurer for both district court campaigns and circuit court campaigns. Lichterman also serves as hearing panelist for the Michigan Attorney Disciplinary Board. She has written articles and spoken on various aspects of family law.

Her long-term commitment to family law has garnered her a number of awards and recognitions, including the Crain’s Detroit Business “40 Under 40” Award, the DBusiness Top Lawyer honor and the Best Lawyers in America recognition. Lichterman earned a law degree from the University of Michigan Law School as well as a master’s and bachelor’s degree from the University of Michigan.

Secrest Wardle

Stephanie L. Rutkoske joins Secrest Wardle as an associate at the firm’s Troy office. Since the beginning of her career, Rutkoske has defended first and third-party automobile negligence matters. She is a member of the firm’s Motor Vehicle Litigation Practice Group.

Rutkoske obtained her Bachelor of Science degree in Health Care Systems Administration from the Ferris State University Honors Program in 2009. She earned her law degree from Michigan State University College of Law.

Rutkoske is admitted to practice law in the State of Michigan. She was admitted to the State Bar of Michigan in 2013. She is a member of the State Bar of Michigan’s Insurance and Indemnity Law and Young Lawyers Sections.

Dalton & Tomich PLC

Attorney Lawrence Opalewski has rejoined the law firm Dalton & Tomich PLC. Opalewski focuses his practice on land use and zoning litigation, as well as constitutional and civil rights litigation. He has experience in all aspects of litigation and has represented individuals, religious institutions, businesses and municipalities. His previous tenure with Dalton & Tomich was from 2013 to 2016.

Opalewski was selected as a “Rising Star” litigator by Super Lawyers in 2017 and 2018. Before returning to Dalton & Tomich, he practiced civil defense law at a well-respected firm in the Metro Detroit area.

While he enjoys advocating for his clients through litigation, Opalewski also seeks to solve problems outside the courtroom. He has been certified by the State of Michigan as a civil mediator, and he appreciates the value of pre-litigation conflict resolution.

One area of particular interest in Opalewski’s practice is land use and zoning cases involving the Religious Land Use & Institutionalized Persons Act (RLUIPA). Enacted in 2000, the law protects religious assemblies and institutions from zoning and land use regulations that substantially interfere with their religious exercise.

Butzel Long

Butzel Long attorneys Jennifer Dukarski and Angela Emmerling Shapiro have been named to Crain’s Detroit Business’ “Notable Women in IT/Tech in Michigan. They are among about 25 women to receive this recognition.

Dukarski focuses her practice at the intersection of technology and communications with an emphasis on emerging and disruptive issues: digital media, cybersecurity, infotainment, vehicle safety and connected and autonomous cars.

In her practice, she has negotiated contracts for autonomous vehicle components, reviewed contracts involving wireless updates to in-vehicle technology, assisted companies in achieving successful Petitions for Inconsequential Noncompliance with NHTSA and has addressed multiple vehicle component recalls. Dukarski has become a national leader in legal issues facing emerging automotive technology and is the leader of Butzel Long’s connected car working group. She also has spearheaded the reporting efforts for national data breaches and focuses on the threat vectors facing automotive component design.

A self-titled “recovering engineer,” Dukarski serves as counsel to the OESA’s Product Development Council and has spoken on First Amendment issues ranging from newsgathering in the digital age to the impact of the FBI iPhone strategy. She has been a panelist at the North American International Auto Show for the last two years, covering a broad variety of legal concerns focused on the autonomous and connected car and most recently addressed the emerging regulatory scheme as a speaker and panelist at the Center for Automotive Research’s prestigious Management Briefing Seminar in Traverse City.

Prior to joining Butzel, she gained automotive manufacturing and design experience as a result of high-level quality management and engineering positions. She has worked extensively on successful automotive product launches, managing vendors and Tier One manufacturing facilities. A Six Sigma Master Black Belt, Dukarski applies her experience to create innovative approaches to the protection of IP assets and disruptive technology.

Dukarski has attained the distinction of the Institute of Electrical and Electronics Engineers (IEEE) Senior member status, the highest grade for which IEEE members can apply.
Further, she was named a “2016 Honoree for Michigan Women in the Law” by Michigan Lawyers Weekly. She also is among Michigan Super Lawyers “Rising Stars” and DBusiness “Top Lawyers.” She is a member of the Society of Automotive Engineers (SAE) and the Institute of Electrical and Electronics Engineers (IEEE). She is the IEEE Southeastern Michigan Vehicle Technology Society Treasurer and serves as a Working Group member with IEEE PAR 1912 (Privacy and Security Architecture for Consumer Wireless Devices) which is focused on setting standards for privacy and security protocols and IEEE P7011 which is focused on the trustworthiness of news sources. She also coaches and mentors’ women engineers.

She is a co-chair of the Women in Communication Law committee of the American Bar Association’s (ABA) Forum on Communications Law and serves on the Forum’s Governing Committee. Dukarski is an adjunct professor at the University of Detroit Mercy School of Law teaching “The Law of Emerging Mobility Technology.”

Shapiro is a litigation attorney with a focus on electronic discovery. She helps clients overcome the technological and legal challenges presented during civil litigation and governmental investigations where large volumes of potential evidence have been electronically created and stored.

Electronic discovery is a constantly-evolving field and companies face serious legal consequences when evidence is not adequately preserved or when preserved data is not defensibly collected and reviewed during the litigation discovery process. Shapiro works with clients to meet these challenges efficiently and cost effectively. She also works with multi-national clients to navigate complex data privacy laws that impact the preservation, collection and use of electronic evidence during U.S. litigation.

Shapiro was one of the first attorneys in the state to develop a deep practice in the area of electronic discovery. She is an advocate for using technology, including predictive analytics and artificial intelligence where appropriate, to efficiently and effectively assess Terabytes of data and to find the key records necessary for successful legal advocacy.
Shapiro has achieved the Certified Electronic Discovery Specialist certification. CEDS certification is earned by individuals who pass a comprehensive four-hour examination that provides a tough and objective measure of an individual’s mastery of all aspects of electronic discovery.

In addition to achieving her CEDS certification, Shapiro has been named a DBusiness Magazine “Top Lawyer” in the Information Management and eDiscovery category repeatedly since the category was first introduced in 2014. In 2018 she was also named a “Top Lawyer” in the Information Technology Law category.

Shapiro is actively involved with local politics in her community and has served on the boards of two community theaters. She serves as the chair of Butzel Long’s Women’s Leadership Committee and in that role has organized multiple fundraisers for Gleaners Community Food Bank, including a “PBJ & Wine” event that benefited Gleaners’ Hunger Free Summer Program.

Shapiro was a proud recipient of the 2015 Michigan Defense Trial Counsel (MDTC) “Volunteer of the Year Award” and just completed her final term as an MDTC board member. She is a member of the national and Detroit chapters of the Academy of Certified E-Discovery Specialists (ACEDS) and serves on the Technology Committee for the Federal Bar Association, Eastern District of Michigan Chapter. Kerr Russell has added two new associates to the firm: Caleb Erbert and Thomas Doyle.

Erbert attended Michigan State University College of Law and has his undergraduate degree in accounting from Walsh College.

He also has a background in IT administration and lender analytics from his work at Bluewater - Transaction Advisors and interned at Diplomat Specialty Pharmacy.

Doyle attended Boston College for both undergrad and law school.

His undergraduate major was political science, and he interned at the FINRA (Financial Industry Regulatory Authority), Barclays Investment Bank, and UBS Private Wealth
Management. While at Barclays, Doyle led and organized charity drives such as collections for New Eyes for the Needy and the National Coalition Against Domestic Violence.
