Charleston Township Board approves $472,183 road improvement project

A road improvement project estimated to cost over $472,000, and a new street light for improved safety were both approved by the Charleston Township Board at its regular meeting January 28.

Charleston Township Supervisor Jerry Vander Roest said the board approved a major road improvement project that will be performed by the Road Commission of Kalamazoo County on a stretch of road just under one mile on North 38th Street. The project, which will take place over a two-year period, is estimated to cost $472,183. The Charleston Township supervisor said the Township’s share for the project is $124,079.22. Some Township PAR (Local Road Participation Fund) funds will be used for the project as well as general fund money, with RCKC paying the remainder.

The road improvement project, which will include gravel, pulverization, and HMA base paving, will take place on North 38th Street 528 feet south of G Avenue to 4,672 feet north of M-96.

Vander Roest said four inches of gravel will be applied on top of the existing asphalt. After a period of time, the existing asphalt and applied gravel will then be ground up and mixed together and then applied as pavement, raising the road four inches.

New Street Light Will Be Installed


Vander Roest said after learning there have been seven vehicles that have left the road near the intersection of 38th Street, Miller Drive and Climax Drive, the Board approved the cost to have a street light installed at the intersection. The cost to install the new light was $100 and the township will have a $12.00 monthly utility fee.

Supervisor Voices Concern Over City of Galesburg’s
Large Proposed Fire Station Rent Increase


Vander Roest said he contacted the City of Galesburg objecting to the City’s request that Charleston Township’s share to rent the City of Galesburg owned Fire Station be increased 38.2 percent. He said currently the Township pays the City of Galesburg $1,375 a month and the increase would bump the figure to $1,900 a month. Vander Roest requested a meeting with the City of Galesburg to discuss the large rent increase in a letter he recently sent to the City of Galesburg.

In other items covered at the January 28 meeting:

• The township thought it owned a lift station that contains over $500,000 of township owned equipment on L Avenue near the Target Distribution Center, however Vander Roest said an ownership deed can not be located. The Township Board will work with a company to verify the deed is filed in the Township’s name.

• The Township Board approved to pay for the new water operator’s insurance and bonding expense.

• Vander Roest reported to the board he has communicated with the Kalamazoo County Drain Commissioner about concerns that approximately $148,253.63 in damage has occurred to several latteral sewer lines on McCollum Avenue in the township since the County Drain Commissioner office had a drain installed in 2015. He said the township board is exploring options how to recoup a significant portion of the costs.
