Governor Snyder signs legislation giving Michigan voters more options on the ballot

Michigan ballot instructions will get a needed upgrade with the addition of the Libertarian Party under legislation signed Wednesday by Gov. Rick Snyder.

“I’m happy to sign legislation that gives Michigan voters more choices at the ballot for who will best represent them in future elections,” Snyder said.

Senate Bill 1012, sponsored by state Sen. Dave Robertson, updates language on ballot secrecy sleeves to include the addition of the Libertarian Party, as well as changing ballot voting instructions due to new voting machines. The bill also lengthens the amount of time that the Board of State Canvassers or the Board of County Election Commissioners have to notify an elected official that a recall petition has been filed against them. The bill is now Public Act 190 of 2018.

Snyder also signed 16 additional measures:

• SBs 731-740, sponsored by state Sens. Dale Zorn (SB 731-733), Ian Conyers (SB 734), David Knezek (SB 735), Curtis Hertel, Jr. (SB 736-737), and John Proos (SB 738-740), respectively, modernize the law regarding the register of deeds and remove obsolete sections. The bills are now PAs 191-200.

• SB 887, sponsored by state Sen. Jack Brandenburg, amends the Use Tax Act to clarify that contractors are not liable for paying use tax on personal property that a client provides and the contractor installs. The bill is now PA 201 of 2018.

• HB 4614, sponsored by state Rep. Aaron Miller, repeals a law that limited the renewal of a lapsed “provisional” teacher certificate to a single two-year extension in order to better align with a recent administrative rule change. This will eliminate the “provisional” certificate status and replace it with “standard” certificates that, if lapsed, can be renewed for five-year periods any number of times. The bill is now PA 202 of 2018.

• HB 5283, sponsored by state Rep. Ben Frederick, expands the definition of “demolition” within the Brownfield Redevelopment Financing Act in order to assist with future economic development projects. The new definition will include “removal of manufactured debris containing discarded, unused, or unusable manufactured by-products left on the site by a previous owner.” The bill is now PA 203 of 2018.

• HB 5391, sponsored by state Rep. Curt VanderWall, amends the Michigan Vehicle Code to define and regulate the usage of electric skateboards. The bill is now PA 204 of 2018.

• HB 5430, sponsored by state Rep. Lana Theis, establishes requirements in the Insurance Code for the electronic delivery of insurance-related documents under certain conditions. The bill is now PA 205 of 2018

• HB 5662, also sponsored by VanderWall, amends the Natural Resources and Environmental Protection Act to exempt individuals from certain helmet and eyewear requirements if they are towing or traveling to or from a fishing shanty on the ice. The bill is now PA 206 of 2018.
