Warren Police Dept. records now on CLEMIS

The police department from Michigan's third largest city has enhanced its ability to investigate crimes and keep officers on the road longer because it is managing its departmental and criminal records through Oakland County's Courts and Law Enforcement Management Information System or CLEMIS. The City of Warren Police Department began utilizing CLEMIS's records management system called CLEAR (Consolidated Law Enforcement Advanced Records) on May 1. CLEAR is a web-based application for police report creation, storage, retrieval and analysis of data and is used by approximately 90 law enforcement agencies across southeast Michigan. "CLEMIS is among the largest law enforcement information sharing consortiums in the United States," said Oakland County Executive L. Brooks Patterson. "The addition of Warren Police on the CLEAR system will boost CLEMIS law enforcement agencies' abilities to track and solve crimes." Warren Mayor James R. Fouts said he is committed to providing residents with the best police protection possible through technology, training, and keeping officers on the street. Warren Police Department Captain David Hendrickson, who oversees the Administrative Services Bureau, said CLEAR is helping his department achieve those goals. Warren Police chose CLEAR because officers can write reports in their cars instead of having to return to police headquarters; it incorporates several separate systems the department has been using into one comprehensive data storage warehouse; and the department's information can automatically be populated into all aspects of its records and now be shared among other law enforcement agencies. CLEAR is also a valuable tool for the department's investigations, evidence storage and impound tracking; and assists with state crime reporting requirements by automating the Michigan Incident Crime Reporting or MICR submission. "I see value in CLEAR because of its collaboration and interoperability with other departments," Hendrickson said. "CLEAR is a user friendly product that made the transition easy for our officers." Warren Police were already utilizing CLEMIS for its dispatch, mug shot, fingerprint, electronic ticket, and electronic crash investigation software, among others.
