Holli Targan, partner and electronic payments expert at Jaffe, Raitt, Heuer, & Weiss PC, offered key legal insight during two speaking engagements at TRANSACT 18 on April 18. TRANSACT 18, the world's largest payments technology event, took place April 17-19 at the Mandalay Bay in Las Vegas.

Targan participated on the panel, "Mechanics of the PayFac Market," part of the payment facilitator track. The panel addressed PayFacs and key factors tied to risk management and requirements to ensure Know Your Customer (KYC) and Anti-Money Laundering (AML) compliance, as well as technical security for use and utilization of payment card data.

Targan's other presentation, "Compliance Concerns for Cutting Edge Fintechs, ISVs and ISOs," covered card brand qualification and requirements of payment facilitators and marketplaces, the current landscape of processing for cannabis merchants and money transmitter licensing requirements.

Targan is chairperson of Jaffe's Electronic Payments Group, specializing in payment systems law. She counsels financial institutions and merchant-acquiring, fintech, mobile payments, electronic fund transfer, stored value card and money transmitter, businesses on contractual and compliance matters.

TRANSACT 18 is held by the Electronic Transactions Association (ETA), the world's largest payments industry trade group. Focused solely on the business of payments technology, the event brings the industry together to learn about groundbreaking technology, security trends and policy affecting the industry.

Nathan J. Fink, of Fink + Associates Law, was elected president of the American Constitution Society's Michigan Chapter (ACS).

Fink is a litigation associate at Fink + Associates Law. He earned his Bachelor of Arts degree from the University of Michigan. He earned his law degree from Wayne State University Law School.

Fink has been honored as a Rising Star in Michigan Super Lawyers magazine on an annual basis since 2013. He was also recognized as one of DBusiness Magazine's Top Lawyers in both 2017 and 2018. In 2017, he was one of thirty Michigan attorneys selected by Michigan Lawyers Weekly as an Up and Coming Lawyer. He is also a co-chair of the Eastern District of Michigan Federal Bar Association Rules Committee.

O'Toole has more than 30 years of experience working with financial services clients with regard to treasury management, retail operations, commercial deposits, mortgage loan servicing acquisitions, and litigation. Prior to joining Dickinson Wright, she served as in-house legal counsel for PNC Financial Services Group Inc. and LaSalle Bank Corporation.

O'Toole is a member of the State Bar of Michigan. She received her B.A. from the University of Michigan and her law degree from Wayne State University Law School.

Dawda, Mann, Mulcahy, & Sadler PLC announced that Neil Silver has joined the team as a partner. Managing Member Ed Dawda made the announcement.

In his new role, Silver will focus his practice in the areas of real estate law, environmental law, corporate law and banking, representing clients in complex transactions, corporate and business formations and contract negotiation and drafting. He currently acts as corporation counsel for several large and small businesses. In addition, he is counsel for several local and national financial institutions, as well as for certified development corporations, and is designated counsel for the Small Business Administration (SBA).

Before joining Dawda Mann, Silver was a member of Kecskes, Silver, & Gadd PC and has also served as general counsel for Sterling Bank and subsequently as vice president in the law department of NBD bank where he was responsible for drafting the bank's environmental policies and procedures as well as loan documentation. He graduated from the University of Detroit Mercy School of Law. He is an associate member of the Associated Food and Petroleum Dealers Association and a member of the State Bar of Michigan Environmental Law Section. During his career, Silver was selected to the Michigan Super Lawyers list and has been named a United States Small Business Association Designated Attorney. He has testified before the House and Senate subcommittees on environmental law issues.

Bodman PLC is pleased to announce that banking attorney Adam S. Weiner has joined the firm as a member based in the Detroit office.

Weiner represents financial institutions in commercial lending transactions. His experience encompasses domestic and cross-border leveraged and investment grade bank financings, including acquisition financings, bridge facilities, and asset-based loans. His practice also includes representing corporate borrowers in the structuring and negotiation of financing arrangements for acquisitions and other complex transactions.

Before joining Bodman, he practiced for five years with Simpson, Thacher, & Bartlett LLP in New York where he participated in a number of multi-billion dollar domestic and international corporate finance transactions on behalf of financial institutions, investment banks, financial sponsors, and corporations.

Weiner earned his law and undergraduate degrees from the University of Michigan.

He is a former judicial intern to U.S. District Court Chief Judge Gerald E. Rosen, Eastern District of Michigan. He also interned with U.S. District Court Chief Judge Bernard A. Friedman, Eastern District of Michigan. Weiner is a member of the State Bar of New York. His admission to the State Bar of Michigan is pending.
