Michigan Supreme Court Justice Megan K. Cavanagh presided recently over a virtual ceremony to honor and recognize 47 graduates of the National Center for State Courts (NCSC) Institute of Court Management (ICM). The graduates—mostly court administrators and two employees of the State Court Administrative Office (SCAO)—have been officially awarded the status of Certified Court Manager (CCM).
“When Michigan citizens interact with the court system, they rightfully expect that not only the judge or justice will handle their case courteously, responsibly, and in accordance with the law, but that the administration of the process will operate efficiently as well,” said Cavanagh. “I’d like to extend my gratitude to the graduates on the work ethic they’ve shown and the sense of professionalism and dedication to carrying out their responsibilities to the people of Michigan to the highest degree possible.”
Cavanagh took special note of the two SCAO employees, both of whom are management analysts in the Field Services division, who graduated from the program: Emily Tarsin and Stephanie Beyersdorf.
Cavanagh recognized the Michigan Court Administration Association’s (MCAA) President Julie Fend, court administrator at 59th District Court in Grandville, for her dedicated effort coordinating the training program. She also recognized two past presidents of the MCAA for being instrumental in obtaining funding: Gary Dodge, court administrator at 44th District Court in Royal Oak; and the late Kevin McKay, who previously served as court administrator at 63rd District Court in Grand Rapids and as the jury management analyst for SCAO. McKay passed away in December 2020 after a battle with cancer.
In order to be certified as a CCM, applicants were required to complete six courses focused on accountability and court performance, caseflow and workflow management, budget and fiscal management, project management, purposes and responsibilities of the courts, and workforce management. The ICM mailed each graduate their certificate, which will make each graduate eligible to take further courses to become a Certified Court Executive and, beyond that, an Institute for Court Management Fellow.
“This year is the largest CCM graduate cohort for Michigan! There are 54 Certified Court Managers, four Certified Court Executives, and 32 ICM Fellows from Michigan,” said Margaret Allen Hoyt, director, National Programs Institute for Court Management.
Hoyt closed the ceremony with a quote from the late U.S Supreme Court Justice Warren E. Burger: “‘Concepts of justice must have hands and feet to carry out justice in every case.’ I submit today that we are those hands and feet as we walk together to improve the administration of justice as judicial officers and court managers. We may each hold different tools, but I am confident we will fill those demands imposed by those who composed the Magna Carta.”

The NCSC is a non-profit organization founded in 1971 at the urging of then-Chief Justice Burger to act as a hub of information and resources available to court systems across the country. In keeping with this purpose, the NCSC offers training courses for court employees in order to keep the operations of state courts consistent across the nation.
