Oakland County sends emergency management staffer to aid Hawaii’s response and recovery from Maui fires

Oakland County is helping Hawaii with their ongoing emergency response and recovery from fires which devastated Maui last August. In response to a request Hawaii made through the Michigan State Police Emergency Management and Homeland Security Division, Oakland County Emergency Management has sent Andrew Zaccagnini to assist Hawaii with planning its response and recovery efforts from Jan. 3-27.

Hawaii is paying for Zaccagnini’s deployment. He is the fourth individual from Michigan to deploy there since the incident began.

“So often we feel helpless as we watch devastating natural disasters unfold like the fires that wreaked such havoc on Maui last year,” said Oakland County Executive Dave Coulter. “So, we stand ready and are grateful to be able to lend a hand and some recovery expertise when a community has suffered such losses.”

Zaccagnini, who will serve as a planning section chief, has joined several members from the Western Montana Incident Management Team who will manage the ongoing response to and recovery from the Maui fires, assist in responding to any new incidents that may occur, and help Maui Emergency Management Agency develop a framework to create their own Incident Management Team.

Zaccagnini serves as an emergency management specialist in Oakland County’s Emergency Division Management and as a planning section chief and member of the leadership team for the Oakland County Incident Management Team. He has experience and qualifications in emergency management and incident management.

Hawaii requested assistance under the Emergency Management Assistance Compact (EMAC), a nationwide agreement to provide support between states during disasters. The agreement allows states to deploy resources across state lines to support other areas in need during disasters and provides a framework for reimbursement for the assistance. All 50 states, the District of Columbia, Puerto Rico, and the Virgin Islands have adopted EMAC.
