After 28 years of service to the bench, Wayne County Circuit Court Judge Richard B. Halloran Jr. (center), Family Division, is retiring at the end of the year. The Wayne County Family Law Bar Association hosted a retirement party in Halloran’s honor on Wednesday, Nov. 7, at the Courtyard Marriott in Detroit.
