The Michigan State Police (MSP) is pleased to announce that Ms. Harriet Miller-Brown was elected as president of the National Association of State 911 Administrators (NASNA) during their annual meeting on June 15. In her role as president of NASNA, she assists the association with recommending minimum standards for 911 emergency telephone systems and appropriate legislation or rules concerning the administration of statewide 911 programs, as well as assisting other states with resolving issues necessary to accomplish statewide 911 implementation and maintenance, among other responsibilities. Miller-Brown has been a member of NASNA for nine years, seven of which she served as secretary of the association. Since 2004, Miller-Brown has served as Michigan’s 911 administrator, where she is responsible for coordinating 911 functions among state and local government, communications providers, Public Safety Answering Points and collaborating with public safety providers. Additionally, she facilitates the development and implementation of 911 policies and serves as a centralized resource of the 911 system for citizens. She is credited with helping facilitate the change in funding to an equitable “all device” fee mechanism and create minimum dispatcher training standards. One of her priorities is moving Michigan toward the Next Generation 911 System, which will enhance the accessibility of 911 to the public and provide Public Safety Answering Points with enhanced information that will enable emergency responders to assess and respond to emergencies more quickly and effectively. Miller-Brown holds an associate degree in law enforcement from Northwestern Michigan College, a bachelor’s degree in criminal justice from Western Michigan University and graduated with a law degree magna cum laude from Thomas M. Cooley Law School.
