East Lansing Police Chief Juli Liebler will retire at the end of June following 28 years of dedicated service to the City of East Lansing.
Liebler, a native of Caro, joined the City of East Lansing in 1987, serving as a parking enforcement officer with Parking & Code Enforcement (PACE) for a year before being sworn-in as a police officer with the East Lansing Police Department (ELPD) in November 1989.
During her service with ELPD, Liebler's hard work and professionalism has resulted in several promotions. She became an undercover narcotics officer in November 1992, a sergeant in March 1994, a lieutenant in October 1998, a captain in September 2000 and deputy chief in August 2006.
She has held supervisory positions in the patrol division, detective bureau, administration and the pro-active anti-crime team.
In November 2010, Liebler became ELPD's interim chief after Tom Wibert left the post, and, following a competitive search, was among four finalists for the post. She was appointed chief of ELPD in March 2011.
Among her many achievements while serving with ELPD, Liebler has managed the tactical operations of large scale civil disturbances, implemented operational efficiencies within the department, worked collaboratively with community groups and organizations, fostered productive and collaborative relationships with employees, developed a student cadet program and more.
Additionally, Liebler has served as the department's grants administrator, community policing program facilitator and budget administrator.
She holds a Bachelor's Degree in Parks and Recreation Resources and a Master's Degree in Public Administration.
She has also attended the FBI National Academy in Quantico, Va.
"In her time with the City of East Lansing, Chief Liebler has been a consummate professional and a highly respected leader," said East Lansing City Manager George Lahanas. "It has been a pleasure to work alongside her all of these years. She has helped to make the East Lansing Police Department what it is today and will be greatly missed by her fellow officers and colleagues."
Liebler looks forward to spending more time with family, and to completing her work on a doctoral degree in criminal justice from Michigan State University, with a study focus on policing.
