New CPL application site unveiled

Macomb County Clerk/Register of Deeds Carmella Sabaugh has unveiled a new service she said will benefit more than 23,000 current concealed pistol license holders, plus new applicants, wanting a new or renewed concealed pistol permit.

Sabaugh said the service, which went into effect on Friday, allows people to apply online for a concealed pistol license after they complete a gun safety course. 

It is integrated with the county clerk’s system, reducing data entry costs to taxpayers and risk of error while cutting the wait time in line for applicants, said Sabaugh, who serves as clerk of the Macomb County Concealed Weapons Licensing Board.

The Macomb County Concealed Weapon Licensing Board includes Prosecutor Eric Smith, Michigan State Police Lt. Col. Kriste Kibbey Etue, and Sheriff Anthony Wickersham.

“Our Second Amendment rights are important and this program is a start in the right direction,” Wickersham said.

Macomb County residents at least 21 years-old may apply online for a concealed pistol license, then must appear in person at the county clerk’s office to present their original pistol safety training certificate, a government-issued photo ID, and have their photo taken electronically. 

Sabaugh said the data will be automatically input for clerks to accept through the new online system.

Applicants will then be directed to the sheriff's office to be fingerprinted. 

If a criminal background check show no felonies and no disqualifying misdemeanors, Sabaugh said, then an appearance before the county Concealed Weapon Licensing Board is scheduled.

The CPL application fee is $105 and there is a $15 county E-photo processing fee. 

Sabaugh’s office processed 7,987 CPL applications in 2010 and brought in $207,636 as the county’s share of revenue from this service.

Earlier, Sabaugh announced an improved CPL permit card and unveiled an online video demonstration of a board appearance.

Michigan has more than 250,,000 CPL holders, she said.
