On Tuesday, Feb. 28, the Oakland County Board of Commissioners' Planning and Building Committee unanimously voted to support entering into a Joint Agreement with the City of Pontiac to have the county's Community and Home Improvement Division administer the 2012 Community Development Block Grant (CDBG) funds. This new agreement restores Pontiac's status as a metropolitan city. This enables Pontiac to maximize the amount of grant funds that it can receive.
The initial 3-year Cooperative Agreement that was adopted in 2011 as an emergency measure would have resulted in the City of Pontiac losing some of its federal funds because of a less favorable funding formula.
In 2011, the Cooperative Agreement was the only option afforded the City of Pontiac by HUD as a measure to prevent losing all federal funding. The Joint Agreement authorizes Pontiac to participate in the Oakland County Urban County CDBG Entitlement Program as a metropolitan city for 3-years, with an option for additional 3-year automatic renewals.
Members of the Oakland County Board's Planning and Building Committee, chaired by Commissioner David W. Potts, voted unanimously to rescind the Cooperative Agreement and enter into the Joint Agreement. Potts noted that "This is beneficial for the City of Pontiac because it brings additional resources to help stabilize neighborhoods and it is beneficial to the county because the additional volume of work allows much needed full-time positions to remain on board to assist local communities."
At the meeting, the City of Pontiac's Emergency Manager, Louis Schimmel, expressed his gratitude to the committee and the county for its continued support of the City of Pontiac and his efforts stating it was in everyone's best interest for the county to assist in providing cost-effective and efficient services.
Potts thanked Schimmel for his attendance and willingness to work with Oakland County's Sheriff's Department and the County's Community and Home Improvement Division.
Members of Oakland County's Board of Commissioners' Planning and Building Committee's bi-partisan vote in favor of the new joint agreement included Potts, Committee Vice Chairman Philip J. Weipert, Committee Minority Vice Chairman Jim Nash, and Commissioners Kathy S. Crawford, David Woodward, Jim Runestad, Janet Jackson, Beth Nuccio, Gary McGillivray, and Robert Gosselin.
