Manager testifies for social workers in Detroit boy's death

DETROIT (AP) - A Michigan Children's Protective Services manager has testified that social workers charged with manslaughter and child abuse in the death of a 3-year-old Detroit boy weren't negligent in their duties. The Detroit News reports Colin Parks testified at a Tuesday hearing to determine if employees Elaina Brown and Kelly Williams go to trial. The social workers were charged in the child's death, a rare but not unprecedented move. His mother, Deanna Minor, was charged with murder after the boy's decomposing body was found in their apartment while she was in a hospital psychiatric unit. But a judge found her incompetent to stand trial. Prosecutors allege Brown and Williams didn't provide a safety plan or ask for a police safety check, and failed to file a juvenile court petition.
