On July 24, Angelo Rickey Smith, plead no contest before Macomb County Circuit Judge Michael Servitto to the following charges:
• Homicide -2nd Degree, a felony punishable for life or any number of years.
• Police Officer Flee and Elude 1st Degree, a felony punishable up to 15 years.
• Breaking and Entering a Building with Intent, a felony punishable up to 10 years
• Larceny in a Building, a felony punishable up to 4 years.

Smith will be sentenced on September 4 at 8:30 a.m. before Judge Michael Servitto in the Macomb County Circuit Court.
On April 29, 2021, Smith, who was 17-years old at the time, along with other accomplices, stole several vehicles from a car dealership. Smith fled police with his stolen Jeep racing south on M53 at speeds of over 130 miles per hour. Smith ran a red light at 15 Mile and Van Dyke and collided with 2 other vehicles, killing 20-year-old Emmon Woods.
“This remains a deeply troubling issue,” Lucido reiterated following the plea. “Here, a young man stole a vehicle and then made the decision to flee from the police which resulted in the death of an innocent young woman whose life was just ahead of her. There must be consequences to stop this behavior before it ends up with these tragic results.”
Lucido is actively calling on Michigan lawmakers to come together in support of strong, bipartisan legislation to address the growing public safety threat of drivers who refuse to stop for law enforcement.
The Michigan House is now taking up a bill that would impose tougher penalties on those who refuse to stop for police.
“Every time someone runs, they roll the dice with innocent lives. I want to end that gamble,” Lucido said. “We need statutory enhancement of consequences including mandatory prison time. The people of the state of Michigan deserve to be protected.”
