Lucido said Warren Police arrested Howell at the Warren Public Library after receiving a tip that Howell came to the location to meet with a 13-year-old girl for a sexual encounter.
The planned encounter had been arranged through text messages.
Howell was arraigned last Thursday in 37th District Court on the following charges:
Child Sexually Abusive Activity, a 20-year felony
Computers – Using to Commit a Crime – Maximum Imprisonment of 4 Years but Less Than 10 Years, a 7-year felony
Children – Accosting for Immoral Purposes, a 4-year felony
Bond was set at $150,000 cash/surety, no 10%. If released, he must wear a GPS tether. Howell is not permitted to use the internet. He must not have contact with anyone 17 years of age or younger.
Howell is scheduled for a Probable Cause Conference on April 16.
