The Galesburg City Council approved a site development plan for 46 single family homes and six duplex units on 13.78 acres of vacant land across from the Galesburg-Augusta Primary School by a 5-1 vote (Glen Hawes voted no, Roger Frazee was absent) at its regular meeting May 11.
Brian Farkas, Vice President of Workforce Housing for Allen-Edwin Home Builders, said there will be 22 income restricted units for 10 years in the development with 52 being single family homes. He adds 30 units will be for sale and 22 for rent at the incoming qualifying level.
Farkas said the property values would range from $325,000-$355,000 when completed.
Allen Edwin Homes representatives at the meeting did not have the lot size for the homes available at the meeting but said lot sizes would be compliant with City zoning ordinances.
The Allen-Edwin homes and duplex units will be constructed where the hold G-A High School was located on Blake Street.
Macy Rose Walters, Kalamazoo County Brownfield Redevelopment Administrator, presented the Brownfield Development Plan. She said there will be approximately $17.1 million in private investment for the project including infrastructure, water, sewer, streets and sidewalk.
She said construction is scheduled to begin later this summer and be completed in the summer of 2028.
Walters said the initial taxable value for each housing unit is currently a little over $79,000, making the property worth approximately $13.4 million after the housing development is completed.
Two new streets and two new easements will be created coming out of Blake Boulevard. Blake Boulevard will be resurfaced after the project is completed.
City of Galesburg Mayor Linda Marble said because Allen-Edwin Home Builders are developing the property under the Kalamazoo County Brownfield TIF, tax revenue captured from the housing development will be paid to the City of Galesburg but the City will transfer that money back to the Brownfield Authority for the next 30 years to pay for the infrastructure.
Walters said the developers are seeking reimbursement of approximately $9.1 million.
She adds if a request is made by the City of Galesburg to make improvements to Battle Creek Street during the first 25 years of the plan, approximately $2.3 million in taxes collected from property owners at the new development would be available to reimburse the City of Galesburg. Walters said there is a cap of $5 million the City can be reimbursed.
Walters explained the Brownfield Authority would be reimbursed approximately $1.6 million, which she said will cover the cost of resurfacing Blake Boulevard and administrative fees just under $1 million for administrating the plan over 30 years. Walters adds the State of Michigan captures half of the State Education taxes collected for reimbursing the local school district, which she said is $715,000.
Walters will present the approved Site Development plan to the Kalamazoo County Board of Commissioners at the May 19 meeting. The Kalamazoo County Board of Commissioners will hold a public hearing on the plan June 2 when any member of the public can comment on the plan. The plan will still have to be approved by the State of Michigan.
